IF individual/personal shipment then the person/owner uses their personal Social Security SS # / If it the person / owner does not have a SS# then the passport must be manifested.
For personal effects, it may not be too complicated. Assuming this is an NVOCC/Freight Consolidator. If the value of the cargo is $2,500 or more, then AES has to be filed.
